MHA Sounds the Alarm: States Asked to Conduct Mock Drills Amid Rising Disaster Risks

As climate change accelerates and natural disasters become increasingly frequent and intense, the Ministry of Home Affairs (MHA) has issued a nationwide advisory asking all states and union territories to conduct mock drills and preparedness exercises. The aim: bolster readiness, improve inter-agency coordination, and ensure swift, effective responses in the face of earthquakes, floods, cyclones, and other emergencies.

This isn’t just bureaucratic box-ticking—it’s a vital step that could save thousands of lives.


Why This Matters Now

The advisory comes at a time when India faces heightened disaster vulnerability:

  • Cyclone Season Looms: The Bay of Bengal has already shown early signs of activity this year, with the IMD issuing frequent alerts.
  • Seismic Risks: Several recent tremors in north and northeast India have reignited concerns about urban readiness.
  • Heatwaves & Floods: As summer intensifies, urban centers risk both water scarcity and flash floods due to erratic monsoons.

According to the National Disaster Management Authority (NDMA), over 60% of Indian landmass is prone to earthquakes, and 70% of the country is vulnerable to floods. And yet, in many urban and rural areas, basic disaster protocols are often missing or outdated.


What the MHA Advisory Includes

The Ministry has laid out a clear set of expectations for states:

  1. District-Level Drills: Every district is expected to conduct a full-scale mock drill simulating various scenarios (earthquakes, chemical leaks, etc.).
  2. Urban Vulnerability Mapping: Cities must identify their most at-risk areas—like flood-prone colonies or unstable slopes.
  3. School & Hospital Participation: Educational institutions and healthcare facilities must have evacuation and response plans in place.
  4. NDRF Coordination: The National Disaster Response Force (NDRF) and SDRF units are to collaborate with local authorities in designing and executing the drills.
  5. Use of Technology: Deployment of GIS-based early warning systems, SMS alerts, and drones
