BLS International Services Ltd: 36 Crore Visas, 70% Promoter Holding – New order from UIDAI

1. At a Glance

BLS International is not your average travel agent; it’s the Godfather of outsourced visa services, operating across 66 countries for 46 government clients. With ₹2,411 Cr revenue, ₹565 Cr PAT, and margins fatter than airline fuel surcharges (29% OPM), BLS has transformed visa processing from a boring clerical task into a ₹15,000 Cr market cap business. And while you’re struggling at VFS counters, BLS is laughing its way to 34% ROE.

2. Introduction

Think of every time you stood in line for a Schengen visa, clutching Xeroxes, photos with wrong background shades, and random affidavits. That chaos is BLS’s business opportunity. They monetize every step — photocopy, courier, biometrics, attestation — except your tears.

Founded decades ago, BLS scaled globally with the outsourcing wave: governments realized processing visas themselves was like PSU banks handling KYC — slow, inefficient, full of chai breaks. Enter BLS: they now process 36 crore+ visa applications worldwide.

But BLS isn’t stopping there. They’ve gone shopping:

  • iDATA Turkey (₹720 Cr): Expanding Europe reach.
  • Aadifidelis (₹190 Cr): Loan distribution & processing in India.
  • Citizenship Invest, Dubai (₹260 Cr): Fast-track investor citizenship business — for billionaires who want Plan B passports.
  • BLS E-Services IPO (₹300 Cr): Digital arm now listed separately.

BLS today is part visa processor, part fintech-lite, part citizenship broker. Basically, “Your visa, your PAN card, your Aadhaar, even your second passport — sab BLS karega.”

3. Business Model (WTF Do They Even Do?)

BLS runs a dual-engine business:

  1. Visa & Consular Services (83% share, FY25 Q1):
    • Outsourced visa processing for governments.
    • Document authentication, biometrics, attestation.
    • Value-added services: photocopy, courier, insurance, translation, etc.
    • Revenue driver: applications grew 91% FY22–FY24, revenue per application up 62% (₹1,638 → ₹2,653).
  2. Digital Services (14% share):
    • Banking correspondent & e-governance services at grassroots.
    • PAN, Aadhaar, birth/death certificates, ticketing, PoS.
    • 27,000 BCs, 1.1 lakh touchpoints, 1,000+ stores.
    • FY24: 13.3 Cr transactions, ₹72,700 Cr GTV. Q1 FY25 alone ₹20,000 Cr.
  3. Other Ventures:
    • Citizenship advisory (via Dubai acquisition).
    • Loan distribution (via Aadifidelis).
    • IPO-ed subsidiary BLS E-Services.

Geography: Middle East (39%), North America (26%), India (23%), rest is garnish.
